Anasema matatizo haya, ambayo hapo awali yalihusishwa zaidi na wazee, sasa yanaonekana pia miongoni mwa vijana. Dkt Kibore anarejelea utafiti wa 2026 uliofanywa Nairobi na kuchapishwa kwenye medRxiv, ambao ulionyesha kuwa asilimia 10.4 ya vijana waliofanyiwa utafiti walikuwa na tatizo la nguvu za kiume. Wastani wa umri wao ulikuwa miaka 27. "Kwa hivyo, ukosefu wa hamu ya ngono unaohusishwa na tatizo la nguvu za kiume si tatizo la wazee pekee bali ni hali inayowakumba vijana pia," alisema katika ombi lake kwa Bunge la Kitaifa na Seneti. Iwapo Bunge litaidhinisha pendekezo hilo, sheria kadhaa zitalazimika kufanyiwa marekebisho, zikiwemo Sheria ya Watu Wenye Ulemavu na Sheria ya Bima ya Afya ya Jamii (SHA). Mabadiliko hayo yanaweza kuwezesha watu wenye matatizo sugu ya kingono yaliyothibitishwa kutambuliwa chini ya vigezo vya ulemavu. Pia, huduma kama uchunguzi, ushauri nasaha na matibabu zinaweza kugharamiwa kupitia Mamlaka ya Afya ya Jamii (SHA). Dkt Kibore anasema gharama ya matibabu imekuwa kikwazo kwa Wakenya wengi. Wagonjwa wengi hulipia huduma kutoka mifukoni mwao, huku ada za mashauriano katika hospitali za kibinafsi zikianzia takriban Sh5,000 na gharama ya matibabu kufikia mamia ya maelfu ya shilingi. Upasuaji wa uume, unapohitajika, unaweza kugharimu zaidi ya Sh1 milioni. Dkt Kibore pia anasema tatizo hilo linaweza kusababisha mtu kukosa kujiamini na kuathiri afya ya akili.
