Anza kuzoea strungi: Waziri Kagwe asema uhaba wa maziwa utaendelea sababu ya ukame
WATUMIAJI wa maziwa jijini Nairobi na miji mingine huenda wakakumbwa na uhaba mkubwa zaidi wa bidhaa hiyo iwapo ukame unaoendelea katika maeneo mbalimbali nchini utaendelea, Waziri wa Kilimo na Maendeleo ya Mifugo, Mutahi Kagwe ameonya. Onyo hilo linajiri wakati ambapo watu wengi wanalalamikia kupungua kwa maziwa katika maduka makubwa na maduka ya rejareja, huku picha za rafu zisizo na bidhaa hiyo zikisambaa mitandaoni na kuzua wasiwasi miongoni mwa watumiaji. Hata hivyo, Bodi ya Maziwa Kenya (KDB), imesema hali inayoshuhudiwa kwa sasa si upungufu mkubwa wa maziwa bali ni changamoto ya muda katika usambazaji. Kulingana na bodi hiyo, hali hiyo imesababishwa na msimu wa ukame na baridi kali katika maeneo muhimu ya uzalishaji wa maziwa, jambo ambalo limepunguza malisho na chakula cha mifugo. Takwimu zinaonyesha kuwa kiwango cha maziwa yanayowasilishwa kwa viwanda vya usindikaji kilishuka kwa asilimia 3.7 kutoka lita milioni 84.4 mwezi Juni hadi lita milioni 81.3 mwezi Julai mwaka huu. Aidha, taarifa za awali zinaonyesha kiwango hicho kiliendelea kupungua mwezi Agosti kutokana na hali ya ukame. Maziwa yasiyoweza kuhifadhiwa kwa muda mrefu yaliyosindikwa yameathirika zaidi ikilinganishwa na maziwa yanayodumu kwa muda mrefu wa matumizi, hali iliyosababisha baadhi ya maduka kuweka kiwango maalum cha ununuzi kwa kila mteja. Akizungumza na vyombo vya habari, Bw Kagwe alisema kuwa licha ya Kenya kuongoza kwa uzalishaji wa maziwa yaliyosindikwa barani Afrika, nchi haiwezi kujinasua dhidi ya athari za mabadiliko ya hali ya hewa. "Ni kweli uzalishaji wa maziwa umeathiriwa na ukame wa hivi majuzi. Iwapo hali itaendelea, huenda tukalazimika kuagiza maziwa kutoka nchi jirani kama Uganda na Tanzania," alisema. Kenya huzalisha takriban lita 5.5 bilioni za maziwa kila mwaka, lakini sekta hiyo bado inategemea kwa kiasi kikubwa upatikanaji wa malisho na maji ya kutosha. Katibu wa Idara ya Mifugo, Jonathan Mueke, alisema serikali imeanza kutekeleza mikakati ya muda mfupi na mrefu ili kupunguza athari za uhaba huo. Hatua hizo ni pamoja na kuhakikisha wafugaji wanapata chakula cha mifugo kwa bei nafuu. "Tunakusudia kushirikiana na watengenezaji wa chakula cha mifugo ili kuwasaidia wafugaji kupata lishe ya mifugo katika maeneo yote ya nchi," alisema. Katika Bonde la Ufa Kaskazini, hali ni mbaya zaidi huku baadhi ya vituo vya kukusanya maziwa vikishuhudia kiwango cha maziwa kikishuka kwa karibu nusu. Mwenyekiti wa Kenya Dairy Farmer Federation Stanley Ngombe, alisema kituo chake hupokea chini ya lita 2,000 kwa siku kutoka zaidi ya lita 10,000 hapo awali. Uhaba huo pia umeongeza bei ya maziwa. Katika baadhi ya maeneo, pakiti ya mililita 500 iliyouzwa kati ya Sh50 na Sh52 sasa inauzwa hadi Sh60, huku baadhi ya maduka yakiruhusu mteja kununua pakiti mbili pekee. Wakati huo huo, KDB imewaonya wananchi dhidi ya kununua maziwa yasiyoidhinishwa, ikisema maafisa wake wameagizwa kuwasaka wanaouza bidhaa zisizokidhi viwango vya usalama. Wataalamu wana matumaini kuwa mvua za Oktoba na Novemba zitasaidia kuboresha malisho na kurejesha uzalishaji wa maziwa, ingawa serikali inaendelea kufuatilia hali hiyo kwa karibu.
