Kenya yachezea mustakabali wa vijana wake kwa kuwaambia 'wawe na subira'
KUNA ukatili wa aina yake katika kumwambia kijana aliyefaulu mtihani, akapata nafasi ya chuo kikuu na kuanza safari ya kubadili maisha yake kwamba sasa anapaswa kusubiri ili ajue kama Serikali itamfadhili. Hii si hadithi ya kuchelewa kwa karatasi ofisini. Ni hadithi ya taifa linalochezea mustakabali wa kizazi chake. Katibu wa Wizara ya Elimu ya Juu, Beatrice Inyangala amesema wanafunzi wa vyuo vikuu huenda wakalazimika kusubiri kwa muda zaidi kabla ya kupata uamuzi kuhusu ufadhili wao, huku Serikali ikiendelea kufanyia marekebisho mfumo wa ufadhili wa elimu ya juu. Lakini swali ni: Mwanafunzi afanye nini wakati Serikali bado "inafanya marekebisho"? Aende darasani bila kujua nani atalipa karo? Aanze muhula bila kujua kama ataweza kulipia nyumba na chakula? Mzazi au mlezi aanze kukopa bila kujua kama msaada wa Serikali utawahi? Haya si maswali ya kinadharia. Ni maisha halisi. Kenya imekuwa ikizungumza kwa miaka mingi kuhusu elimu kama ngazi ya kutoka katika umaskini. Lakini ni vigumu kueleza mantiki ya taifa linalomwambia kijana elimu ndiyo ufunguo wa maisha bora, halafu linamfikisha mlangoni mwa chuo na kumwambia: subiri kwanza, hatujui tutakusaidiaje. Hapo ndipo sera nzuri inapogeuka kuwa mzigo kwa maskini. Familia tajiri inaweza kusubiri. Mwanafunzi mwenye wazazi wenye uwezo anaweza kulipa karo huku Serikali ikijadiliana. Lakini mwanafunzi wa familia inayohangaika kulipa kodi ya nyumba, chakula na usafiri hana anasa hiyo. Kwake, kuchelewa kwa ufadhili kunaweza kumaanisha kukosa masomo. Na kukosa masomo kunaweza kumaanisha kupoteza muhula. Kupoteza muhula kunaweza kumaanisha kuacha chuo kabisa. Hivyo basi, "subiri" si neno dogo. Kwa baadhi ya wanafunzi, ni hukumu.
