EACC yafichua mtandao mpana wa maafisa wa kaunti kutumia wanafamilia kufyonza mamilioni
TUME ya Maadili na Kupambana na Ufisadi (EACC) imefichua mtandao mpana wa ufisadi katika serikali za kaunti ambapo maafisa wa umma wanadaiwa kutumia watoto, wake na jamaa zao wa karibu kupata zabuni za serikali. Kesi nyingi zilizochunguzwa na tume hiyo zinaonyesha kuwa baadhi ya watumishi wa umma wamekuwa wakikwepa sheria zinazowazuia kufaidika na zabuni za taasisi wanazofanyia kazi kwa kusajili kampuni kwa majina ya ndugu zao. Katika Kaunti ya Kitui, EACC ilibaini kuwa kati ya mwaka 2018 na 2025, kampuni za Shanel Construction Company Ltd, ECO Stone Company Ltd, AZ Links Company Ltd, DTK Construction Company Ltd na 4 Walls Company Ltd zililipwa jumla ya Sh14.1 milioni na serikali ya kaunti. Kwa mujibu wa rekodi, kampuni hizo zinamilikiwa na Josephine Mwikalu Wambua, Makoma Wambua na Emmanuel Wambua. Hata hivyo, uchunguzi wa EACC ulibaini kuwa watu hao ni jamaa wa karibu wa Gladys Mami Kivoto, Afisa Mkuu katika Idara ya Kilimo, Uvuvi na Unyunyuzaji ya Kaunti ya Kitui. Wakati zabuni hizo zilipokuwa zikitolewa na malipo kufanywa, Bi Kivoto alikuwa ndiye afisa mwenye mamlaka ya kuidhinisha matumizi katika idara hiyo. Tume hiyo inadai kuwa alitumia nafasi yake kuhakikisha jamaa zake wanapewa zabuni na kulipwa. Uchunguzi pia ulifuatilia mzunguko wa fedha kati ya kampuni hizo, wamiliki wake na Bi Kivoto. Watu hao wamekamatwa na kufunguliwa mashtaka ya ulaghai katika shughuli za ununuzi wa umma. Katika Kaunti ya Turkana, Ofisi ya Mkurugenzi wa Mashtaka ya Umma imeanza mashtaka dhidi ya Peter Long'ole Apua, afisa mkuu wa fedha wa kaunti hiyo na mkurugenzi wa Apuco Holdings Group. Jamaa zake Christopher Imuron Apua na Moses Along'ole Apua pia ni wakurugenzi wa kampuni hiyo iliyolipwa Sh62 milioni na serikali ya kaunti. Kaunti hiyo pia inahusishwa na kesi ya Lilian Akiru Louruka, mwalimu wa chekechea, ambaye kampuni yake ya Natiltila Company Ltd ilipewa zabuni tano zenye thamani ya Sh30 milioni. EACC inadai kuwa yeye na mume wake ndio wakurugenzi wa kampuni hiyo. Katika Kaunti ya Nakuru, kampuni tatu za Denken Building and Construction Limited, Murinchamba Investments Limited na Windcom Solutions Limited zilipokea zaidi ya Sh120.6 milioni kutoka kwa serikali ya kaunti kati ya mwaka wa fedha wa 2020/21 na 2024/25. Uchunguzi ulionyesha kuwa kampuni hizo zinamilikiwa na mchumba wa mfanyakazi wa kaunti anayehudumu kama mwanauchumi. EACC ilibaini kuwa baadhi ya fedha zilitumwa kwa maafisa waliokuwa wakihusika katika mchakato wa zabuni, ukaguzi wa kazi na uthibitishaji wa malipo. Mojawapo ya kampuni hizo pia ilidaiwa kuwasilisha stakabadhi za kughushi wakati wa zabuni. Katika uchunguzi mwingine wa Nakuru, kampuni za Tirzah Logistics, Purim Logistics na Nemoca Enterprises zilipokea Sh45.64 milioni kutoka kwa serikali ya kaunti. Wakurugenzi wa kampuni hizo walibainika kuwa watoto wa afisa mkuu mmoja. Kaunti ya Migori pia imekumbwa na tuhuma sawa. EACC ilichunguza kampuni za Enigma Solutions na Enigma Solutions Limited na kubaini kuwa zilihusishwa na afisa mkuu wa afya ya umma, huku mume wake akiwa mkurugenzi pekee na mtia saini wa akaunti za benki za kampuni hizo. Kampuni hizo zilipata mikataba 19 ya thamani ya Sh27.2 milioni kati ya mwaka 2023 na 2024 kwa usambazaji wa chakula, vifaa vya ofisi, utengenezaji wa magari na huduma nyingine. Katika Wajir, maafisa wawili wa kaunti walidaiwa kuhamisha hisa za kampuni yao kwa mtu mwingine lakini wakaendelea kuwa watiao saini wa akaunti zake za benki. Kampuni hiyo ililipwa Sh3.99 milioni bila kufuata taratibu za ununuzi. Kaunti ya Marsabit nayo ilitajwa baada ya afisa wa afya kudaiwa kuwa mkurugenzi wa kampuni iliyolipwa Sh45.6 milioni kwa bidhaa na huduma ambazo baadhi yake hazikuwasilishwa. Uchunguzi wa EACC unaonyesha kuwa mtindo wa kutumia wanafamilia kupata zabuni umeenea hata nje ya serikali za kaunti. Katika Taasisi ya Rift Valley Institute of Science and Technology (RVIST), kampuni ya Afripath Care Kenya Limited ilipewa zabuni ya Sh57 milioni. Tume ilibaini kuwa mmoja wa wakurugenzi wa kampuni hiyo ni shemeji wa Mbunge wa Kitutu Chache North. Baada ya malipo kufanywa, karibu Sh40 milioni zilihamishwa kutoka kwa akaunti ya kampuni hiyo kwenda kwa mbunge huyo. EACC ilisema mbunge huyo alitumia Sh10 milioni kununua ardhi.
