Mpango wa chakula cha mifugo kupunguza gharama za uzalishaji
KUPUNGUZA gharama ya chakula cha mifugo, kuongeza uzalishaji wa ndani kwa ndani wa malighafi na kutumia teknolojia mpya, ni miongoni mwa mikakati inayolenga kuongeza uzalishaji wa mifugo na kufanya nyama, maziwa na mayai kuwa nafuu kwa walaji. Wakizungumza katika Mkutano wa Africa Feed and Feed Ingredients Conference (AFEC) 2026, washikadau walisema sekta ya mifugo nchini bado inakabiliwa na gharama kubwa za chakula cha mifugo, hali inayoongeza gharama za uzalishaji kwa wakulima na kudhoofisha ushindani wa Kenya katika masoko ya kikanda. Mkuu wa Idara ya Chakula na Lishe ya Mifugo katika Idara ya Maendeleo ya Mifugo chini ya Wizara ya Kilimo na Maendeleo ya Mifugo, Newton Nyaga, alisema serikali inashirikiana na Association of Kenya Feed Manufacturers (AKEFEMA) kutatua changamoto hiyo kupitia mageuzi ya sera na kuongeza uzalishaji wa ndani kwa ndani wa malighafi za chakula cha mifugo. Alisema kuunganisha watengenezaji wa chakula cha mifugo chini ya chama kimoja kumerahisisha mawasiliano kati ya sekta hiyo na serikali kuhusu masuala yanayowakumba, huku pia kukihimiza kujidhibiti. Kulingana na Nyaga, Kenya inakabiliwa na upungufu wa asilimia 60 wa chakula cha mifugo, hali inayowalazimu watengenezaji kuagiza sehemu kubwa ya malighafi kutoka nje. Hali hii huweka sekta katika hatari ya kulipa ushuru, changamoto wakati wa usambazaji na kuathirika na mabadiliko ya bei katika soko la kimataifa, masuala ambayo hatimaye huongeza gharama ya chakula cha mifugo. Ili kukabiliana na changamoto hiyo, serikali imeanzisha Mkakati wa Kitaifa wa Chakula cha Mifugo wa miaka mitano unaolenga kukuza uzalishaji wa malighafi nchini huku ukisaidia watengenezaji kupata malighafi ya bei nafuu kutoka nje kupitia mpango wa Jumuiya ya Afrika Mashariki wa kuondoa ushuru. Nyaga alisema suluhisho la muda mrefu ni kuongeza uzalishaji wa ndani kwa ndani wa mazao yanayotumika kutengeneza chakula cha mifugo. Serikali inaunga mkono ukuzaji wa mahindi ya manjano kwa ajili ya chakula cha mifugo ili kupunguza ushindani na mahindi meupe yanayotumiwa kama chakula cha binadamu. Alisema kilimo cha mkataba pia kitakuwa muhimu kwa kuwahakikishia wakulima soko tayari, huku watengenezaji wakihakikishiwa usambazaji wa malighafi. Hatua nyingine zinazozingatiwa ni kuanzisha akiba ya kimkakati ya chakula cha mifugo ili kusaidia wafugaji na wanaonenepesha mifugo wakati wa ukame, ambapo hasara za mifugo huwa tele. Nyaga alisema sekta ya maziwa imeendelea kunufaika kutokana na sera za serikali, zikiwemo programu za mbolea ya ruzuku, uboreshaji wa mifugo kupitia upandishaji wa mbegu kwa njia ya kisasa na kuongezeka kwa mahitaji ya maziwa kutokana na ongezeko la watu na kuboresha ukuaji. Mwenyekiti wa AKEFEMA, Joseph Karuri, alisema lishe bado ni pengo kubwa katika uzalishaji wa mifugo barani Afrika licha ya bara hilo kuwa na mifugo iliyoboreshwa kinasaba. Alisema ng'ombe wa maziwa nchini Kenya huzalisha takriban lita 1,000 za maziwa kwa mwaka ikilinganishwa na karibu lita 10,000 kutoka kwa mifugo ya aina kama hiyo nchini Uholanzi, huku tofauti hiyo ikichangiwa kwa kiasi kikubwa na lishe. Lishe bora kupitia chakula na malisho yenye ubora ndiyo hufungua uwezo wa mifugo kuzalisha maziwa kwa kiwango cha juu," alisema. Karuri alisema chakula cha mifugo kinachotengenezewa viwandani kinapaswa kukamilisha matumizi ya nyasi na malisho bora ambayo ndiyo msingi wa lishe ya mifugo. Alisema ingawa watengenezaji wameboresha kwa kiasi kikubwa usalama wa chakula cha mifugo, changamoto bado zipo mashambani, ambako nyasi na silage zinazotayarishwa vibaya mara nyingi huwa na viwango vya juu vya sumu aina ya aflatoxin. Alisema sekta hiyo inashirikiana na wakulima kuboresha namna ya kushughulikia na kuhifadhi chakula cha mifugo, kwa kuwa chakula kilichochafuliwa hupunguza uzalishaji wa mifugo na kuhatarisha usalama wa chakula. Kwa sasa, Kenya huagiza karibu asilimia 80 ya malighafi inayotumika kutengeneza chakula cha mifugo kutokana na uzalishaji mdogo wa ndani kwa ndani. Kwa kuwa malighafi huchangia kati ya asilimia 70 na 80 ya gharama ya kutengeneza chakula cha mifugo, kuongeza uzalishaji wa mahindi ya manjano, soya, alizeti na kanola nchini kunaweza kupunguza kwa kiasi kikubwa bei ya chakula hicho. Karuri alisema ombi la mpango wa serikali wa kuondoa ushuru pia utasaidia watengenezaji kupunguza gharama za uzalishaji. Aliwahimiza wakulima kutumia chakula bora cha mifugo, kuwekeza katika uzalishaji wa malisho bora, kutumia teknolojia za kisasa za ufugaji na kupanua shughuli zao ili kunufaika na uzalishaji wa kiwango kikubwa.
