Chaguzi ndogo nchini zinavyotabiri jinsi mambo yatakuwa 2027

CHAGUZI ndogo zimekuwa zikitumika kama kipimo cha hali ya kisiasa nchini, zikitoa ishara kuhusu mabadiliko ya msimamo wa wapigakura na nguvu za vyama kabla ya uchaguzi mkuu. Uchaguzi mdogo wa ubunge wa Ol Kalou uliofanyika Alhamisi haukuwa tofauti na zingine wakati wa utawala wa Rais mstaafu Uhuru Kenyatta na ule wa sasa wa Rais William Ruto. Ingawa chaguzi hizo huathiriwa na masuala ya eneo husika, mara nyingi huonyesha mabadiliko ya nguvu za kisiasa, maoni ya wananchi na miungano inayoibuka. Kwa miaka mingi, chaguzi ndogo zimegubikwa na mvutano wa kisiasa, madai ya matumizi ya idara za serikali, kuhonga wapiga kura na fujo kutokana na uzito wa matokeo yake. Uchambuzi wa chaguzi ndogo tangu mwaka 2017 unaonyesha kuwa mara nyingi zimekuwa zikitabiri mwelekeo wa uchaguzi mkuu kwa kupima umaarufu wa vyama, hisia za wapigakura na mabadiliko ya miungano ya kisiasa. Katika uchaguzi wa Ol Kalou, mgombea wa Democracy for the Citizens Party (DCP), Sammy Kamau Ngotho, alishinda kwa kura 35,440. Mgombea wa United Democratic Alliance (UDA), Samuel Muchina Nyaga, alipata kura 5,450. Baada ya ushindi huo, DCP ya aliyekuwa Naibu Rais Rigathi Gachagua ilisema matokeo hayo yanathibitisha kuwa chama hicho sasa ndicho chenye nguvu zaidi katika eneo la Mlima Kenya kuelekea uchaguzi mkuu wa mwaka 2027. Kabla ya uchaguzi wa 2022, UDA ilitumia ushindi katika chaguzi ndogo kujijenga kisiasa katika Mlima Kenya baada ya uhusiano kati ya Dkt Ruto na aliyekuwa Rais Kenyatta kuzorota. Chama hicho kilipata ushindi wake wa kwanza katika uchaguzi mdogo wa wadi ya Rurii, iliyoko ndani ya eneo la Ol Kalou. Katika uchaguzi wa Mei 18, 2021, Francis Muraya wa UDA alipata kura 4,178 dhidi ya Peter Thinji wa Jubilee aliyepata 3,051. UDA pia ilishinda uchaguzi mdogo wa Kiambaa uliofanyika Julai 15, 2021, ambapo Njuguna Wanjiku alimshinda Kariri Njama wa Jubilee. Katika Juja, Dkt Ruto alimuunga mkono George Koimburi aliyegombea kwa tiketi ya People's Empowerment Party. Koimburi alipata kura 12,159, huku mgombea wa Jubilee Susan Njeri akipata 5,764. Baadaye, uchaguzi mkuu wa 2022 ulithibitisha mwelekeo huo baada ya UDA kutwaa viti vingi katika Mlima Kenya. Dkt Ruto alipata karibu kura milioni tatu kutoka eneo hilo na kushinda urais dhidi ya Raila Odinga aliyekuwa akiungwa mkono na Uhuru Kenyatta. Uchaguzi mdogo wa Bonchari pia ulitoa picha ya mwelekeo wa kisiasa katika eneo la Gusii. Licha ya ushirikiano wa kisiasa kati ya Uhuru Kenyatta na Raila Odinga baada ya "Handshake" ya mwaka 2018, Jubilee na ODM zilipambana vikali. Kiti hicho kilibaki wazi baada ya kufariki kwa Mbunge John Oroo Oyioka. Katika uchaguzi huo, Pavel Oimeke wa ODM alipata kura 8,049, huku Zebedeo Opore wa Jubilee akipata 7,279. ODM ilidai polisi na serikali walitumiwa kushawishi matokeo. "Uchaguzi ni nafasi ya wananchi kueleza mapenzi yao kupitia kura, si jukwaa la kutimiza maslahi mafupi ya kisiasa," alisema Raila Odinga wakati huo. Aliongeza kuwa yaliyoshuhudiwa Bonchari na Juja yalikuwa matumizi mabaya ya polisi na kuonyesha kiburi cha baadhi ya maafisa wa serikali. Baadaye ODM iliendelea kuwa chama chenye nguvu zaidi katika eneo la Gusii. Chaguzi ndogo za Kabuchai, Matungu na Msambweni pia zilitoa ishara muhimu kabla ya uchaguzi wa 2022. Katika Kabuchai na Matungu, kulikuwa na madai ya rushwa, fujo na matumizi makubwa ya polisi. Kabuchai ilionekana kama pambano kati ya Ford Kenya ya Moses Wetang'ula na UDA ya Dkt Ruto. Mwisho wa uchaguzi, Majimbo Kalasinga wa Ford Kenya alipata kura 19,274, huku Evans Kakai wa UDA akipata 6,445. Katika Matungu, chama cha ANC kilishinda kupitia Oscar Nabulindo. Msambweni, mgombea huru Feisal Badar aliyekuwa akiungwa mkono na Dkt Ruto alimshinda Omar Boga wa ODM katika uchaguzi wa Desemba 2020. Wachambuzi wengi wanatafsiri kushindwa kwa UDA Ol Kalou kama ishara kwamba Mlima Kenya umekataa serikali ya Rais Ruto. Matokeo hayo pia yanaweza kuwashawishi viongozi wengi waliochaguliwa kuhama UDA na kujiunga na DCP ili kulinda mustakabali wao wa kisiasa. Kwa DCP, ushindi huo unaimarisha hoja ya Gachagua kuwa chama chake sasa ndicho chenye ushawishi mkubwa katika Mlima Kenya. Hata hivyo, Katibu Mkuu wa UDA Hassan Omar alisema chama hicho hakijakata tamaa. "Tutashiriki uchaguzi kila mahali. Rais hatakata tamaa. Tulikuwa tunauza maendeleo huku wengine wakiuza hisia. Tuliwekeza pakubwa kwa sababu hii ni ngome yetu," alisema. Lakini mchambuzi wa siasa anayeishi Amerika, Profesa David Monda, alisema matokeo hayo yanaonyesha kuwa Mlima Kenya umeondoka UDA. Alisema chama hicho kinapaswa kuelekeza rasilimali zake katika maeneo ambako bado kina nafasi ya kushinda badala ya kutumia nguvu nyingi katika Mlima Kenya. "UDA inapaswa kutarajia wimbi la viongozi kuhama hasa kutoka Mlima Kenya uchaguzi unapokaribia. Chama hicho hakina tena msingi imara katika eneo hilo," alisema. Aliongeza kuwa matokeo ya Ol Kalou yanaonyesha kuwa matumizi ya fedha, magenge ya wahuni na rasilimali za serikali si lazima yabadili uamuzi wa wapigakura. Licha ya kushindwa Ol Kalou, UDA pamoja na mshirika wake wa serikali, ODM, vimeshinda chaguzi ndogo nyingine zikiwemo Mbeere North, Ugunja, Banisa, Kasipul, Magarini, Malaba na kiti cha Seneti cha Baringo. UDA pia ilishinda uchaguzi mdogo wa Emurua Dikirr. Hata hivyo, utafiti wa Infotrak uliotolewa Jumatatu unaonyesha kuwa UDA imepoteza uungwaji mkono katika baadhi ya ngome zake, hasa Mlima Kenya. Kwa mujibu wa utafiti huo, UDA inaungwa mkono na asilimia 9 pekee ya wakazi wa Mlima Kenya, huku DCP ikiongoza kwa asilimia 33. Asilimia 36 ya wananchi katika eneo hilo bado hawajaamua chama watakachounga mkono. Ngome kubwa za UDA sasa ni Kaskazini Mashariki (asilimia 45), Bonde la Ufa (39) na Pwani (29). Kwa upande mwingine, umaarufu wa ODM umeshuka kutoka asilimia 38 mwezi Septemba 2024 hadi asilimia 21 sasa, hali inayohusishwa na ushirikiano wake na serikali ya Rais Ruto. Hata hivyo, ODM bado ndiyo chama kinachoongoza Nyanza (asilimia 50), ikifuatiwa na Pwani (46) na Magharibi (32).
