Kanuni zinazokwamisha ubunifu wa kilimo Afrika
AFRIKA haina upungufu wa teknolojia za kilimo zinazoweza kusaidia wakulima kukabiliana na athari za mabadiliko ya tabianchi. Kuanzia mbegu za mahindi zinazostahimili ukame, ngano inayovumilia joto kali, mifugo bora hadi teknolojia za kidijitali zinazosaidia kufanya maamuzi ya kilimo, watafiti tayari wamebuni suluhu nyingi za kuongeza uzalishaji wa chakula. Hata hivyo, wataalamu wanasema changamoto kubwa si ukosefu wa teknolojia bali ni mifumo ya udhibiti inayochelewesha usambazaji wake kati ya nchi za Afrika, hali inayonyima mamilioni ya wakulima fursa ya kupata kwa wakati ufaao suluhu za kukabiliana na mabadiliko ya tabianchi. Wakizungumza katika mkutano wa DialogueNEXT Africa ulioandaliwa na World Food Prize Foundation jijini Nairobi, wataalamu wa sayansi, watunga sera na viongozi wa sekta ya kilimo walisema kanuni zilizopitwa na wakati zimekuwa kikwazo kikubwa kwa usalama wa chakula na juhudi za kukabiliana na tabianchi. Mshindi wa World Food Prize mwaka 2017 na rais wa zamani wa Benki ya Maendeleo ya Afrika (AfDB), Dkt Akinwumi Adesina, alisema Afrika haiwezi kuendelea kuchelewesha matumizi ya teknolojia ambazo tayari zimethibitishwa kufanya kazi. "Tatizo si ukosefu wa teknolojia. Tunajua kinachofanya kazi. Changamoto ni ukosefu wa kuungwa mkono na ulingo wa kisiasa ambao hutunga sheria na mifumo ya udhibiti inayochelewesha kuwafikishia wakulima teknolojia hizo," alisema. Alieleza kuwa nchi nyingi hulazimisha aina mpya za mazao kufanyiwa majaribio kwa miaka kadhaa kabla ya kuruhusiwa kulimwa kibiashara. Mara nyingi majaribio hayo hurudiwa katika nchi jirani hata kama zina mazingira yanayofanana. Kulingana na Dkt Adesina, teknolojia zinapaswa kuidhinishwa kulingana na maeneo ya kiikolojia badala ya mipaka ya kisiasa. "Ukame hausafiri kwa pasipoti, wadudu waharibifu hawahitaji visa, na mabadiliko ya tabianchi hayaheshimu mipaka ya nchi. Kanuni zetu zinapaswa kutambua ukweli huo," alisema. Picha|Sammy Waweru[/caption] Aliongeza kuwa Afrika hupoteza karibu Dola 7 bilioni (sawa na Sh906 bilioni thamani ya Kenya) kila mwaka kutokana na athari za mabadiliko ya tabianchi, kiwango kinachotarajiwa kuongezeka hadi Dola 50 bilioni (sawa Sh6.47 trilioni thamani ya Kenya) ifikapo mwaka 2050 iwapo hatua za kukabiliana nazo hazitaharakishwa. Alieleza kuwa teknolojia kama vile mbegu zinazostahimili ukame, ngano inayostahimili kiwango cha joto cha juu, mifumo ya kidijitali ya ushauri wa hali ya hewa na bima ya mazao, tayari zinasaidia kupunguza hasara kwa wakulima. Hata hivyo, ukumbatiaji wa matumizi ya bima ya mazao na mifugo nchini Kenya bado uko chini ya asilimia moja. Aidha, alisema soko la kilimo Afrika linatarajiwa kufikia Dola 1 trilioni (sawa Sh129.5 trilioni za Kenya) ifikapo mwaka 2030. "Matajiri wakubwa wa baadaye Afrika watatoka katika sekta ya kilimo kwa sababu kila mtu anahitaji chakula," Dkt Adesina alisema. Naye Profesa Ruth Oniang'o, mtaalamu wa masuala ya kilimo na lishe, alisema teknolojia nyingi haziwafikii wakulima wadogo kwa sababu ya mifumo dhaifu ya usambazaji, uwekezaji mdogo na mawasiliano hafifu kati ya watafiti, maafisa wa nyanjani na wakulima. Washiriki wa mkutano huo wa DialogueNEXT Africa walionya kuwa bila kuondoa vikwazo visivyo vya lazima katika kanuni za udhibiti na kukumbatia bioteknolojia pamoja na ubunifu mwingine wa kisayansi, Afrika itapoteza fursa muhimu ya kuimarisha usalama wa chakula, kuongeza ustahimilivu dhidi ya mabadiliko ya tabianchi na kukuza uchumi kupitia kilimo.
